The Capitol has fallen. District 13 has taken leadership and outlawed the Hunger Games, freeing the Districts. What remains of the Capitol people have either accepted defeat or rebelled.
The Rebels have created their own vigilante Government going by the old Capitols rules. In their deranged minds District 13 has committed Treason and should be punished. They have taken to kidnapping District children as Tributes and locking them away in a rebel arena. Forcing the children to fight for their lives. All while filming them and hacking into Capitol TV.
People are being forced to watch their children being murdered once again in the name of the Capitol. While some are trying to prevent this travesty others stand by and watch helplessly. The night has become
dangerous for children of all ages. Some are training to defend and fight others are hiding.
